Breakfast Seminar: China’s Growing Cyber Security

Dear Members and Friends of SwissCham,

SwissCham Beijing, in collaboration with French Chamber in Beijing and the German Chamber, is delighted to invite you to a unique seminar about China’s growing cyber security.

The seminar will begin with a presentation given by Ms. Anne Lambert. She will introduce the content of the new cyber security law and decrypt requirements and challenges faced by companies with the new law, especially for multinational corporations in China (for example: key information infrastructure, the volume of personal data, penalties and so on). The new law will be implemented on 1st June 2017).

Ms. Phillippa Jones will then briefly review the developing legal framework of cyber control and look at some issues raised in business in China in terms of local data storage, source code protection, encryption, internet speed, licensing and standards. Her presentation will also mention how new regulations might affect business at different stages of engagement with the China market and canvas strategies for remaining in the market.

Finally, Mr. Ben Dooley will share with you the US government’s response to the new cyber security law, and the challenges and opportunities the law has created for US companies as they consider doing business in China.

Ms. Anne Lambert

Anne Lambert has been working in Information Technology Law, Digital and Personal Data Law since more than 8 years. Attorney at law and member of the Paris Bar, Anne advises foreign companies in their development in China as well as for their projects in connection with innovative technologies (big data, Internet of Things, artificial intelligence, block chain, etc.). She also advises them regarding their IT projects (outsourcing, integration of turn-key systems, software development, licensing, maintenance, hosting services contracts, etc.) Before joining DS Avocats, Anne practiced law in French and Anglo-Saxon law firms in Intellectual Property, Information Technology, Computer and Data law in France. She was also in-house lawyer for 2 years with BNP Paribas Private Bank in Singapour.

Ms. Philippa Jones

Philippa Jones is managing director of Beijing-based research and advisory company, China Policy. A regulatory and trade policy specialist she advises clients with long-term broad-picture interest in the China market and the policy landscape. Tracking and analysing the Chinese language policy discussion across key economic and governance portfolios, her teams clarify the frames of reference shaping policy decisions.

Ms. Jones worked as a senior advisor on trade policy issues with China for the European Commission between 2004 and 2009. From 1999-2004 she served as trade policy specialist at the Australian Embassy, Beijing. Prior to her appointment in Beijing she was an officer of the Australian Department of Foreign Affairs in Australia. Ms. Jones holds an honours degree in Chinese and economics from the University of Oxford.

Mr. Ben Dooley

Ben Dooley is a China correspondent for AFP, where he writes on Chinese politics, foreign policy and business. Before moving to Beijing in 2013, he spent four years reporting on the White House and the US State Department for Japan’s Kyodo news service. He holds a Master’s degree in East Asian Studies from Stanford University and a BA in Asian Languages from the University of Virginia.
